What the evidence says about distraction in school
The strongest evidence in this package concerns classroom conditions, not homework at home.
In PISA 2022, around 30% of 15-year-old students across OECD countries said students in their classes became distracted by their own digital-device use in most or every mathematics lesson. These figures are useful, but their boundaries matter:

School restrictions end when the school’s authority ends. Homework then reintroduces several practical complications:

Ofcom’s 2026 report provides one of the more directly relevant public statistics: 40% of UK children aged 8–17 who used a smartphone to go online said they were not allowed to use the phone during homework. The figure was 43% for boys and 38% for girls. The report’s full child survey included 3,426 interviews with children aged 8–17, conducted through online and face-to-face methods, although the exact base for this modular question is the subgroup of smartphone users asked the item. The same Ofcom figure also shows why caution is needed. It records whether a rule exists. It does not show:
- whether the rule is consistently followed;
- whether educational phone use is exempt;
- how long homework lasts;
- whether the rule reduced interruptions;

A practical home routine that complements school policy
The following framework is a practical interpretation of the identified problem. It is not a tested intervention and does not guarantee improved concentration or academic performance.
1. Define the study window
Use a clear start and end point rather than a vague instruction to “use the phone less.” Examples include:
- 4:30–5:30 p.m. for one assignment block;
- two 35-minute blocks separated by a short break;
- a fixed task list with a maximum extension agreed in advance.
A study window makes the boundary observable. It also prevents a homework rule from expanding into an all-evening restriction.

The correct list depends on the assignment. A browser may be essential for research one day and unnecessary for worksheet practice the next. When software enforces the boundary, app restrictions and website restrictions should remain separate so required browser access does not automatically reopen unrelated sites.

3. Define what “finished” means
A routine becomes easier to follow when completion is clear. Use one of these definitions:
- the named tasks are submitted;
- the planned study block has ended;
- the student completes the block plus one pre-agreed extension;

Do not use visible phone inactivity as proof that a child understands the work or is genuinely concentrating. Device rules can reduce access to interruptions; they cannot measure learning.
4. Design exceptions before they are needed
A useful exception has four parts:
- Reason: what is needed and for which assignment;
- Scope: one app or site, not the whole pause list;
- Duration: a clear end time;
- Return: the original routine resumes automatically or by explicit agreement.

5. Adjust by age and task
