Recent US data points to motivation, AI, equity, access, time, and distraction as distinct homework barriers. Diagnose the barrier before choosing a tool.

When homework stops happening at your kitchen table, taking the phone away fixes only one of the five reasons why. Here's what the newest data actually says — and a barrier-by-barrier plan for the rest.

Something unusual is happening to homework in the United States: there is less of it. In January 2026, the LaSalle Parish school district in rural Louisiana announced that none of its 2,500 students would be assigned mandatory homework — and the announcement became the district's most-liked message of the year, according to NPR's April 2026 report on the growing number of schools reconsidering homework entirely (NPR).

That story isn't an outlier. It's the visible tip of a measurable, decade-long shift — and for parents, it changes the question. The debate at home is usually "how do I get my kid off the phone and onto homework?" But the newer data suggests a harder truth: when homework doesn't get done, distraction is only one of several barriers — and some of the biggest ones have nothing to do with the phone.

What the newest data shows

Teachers are assigning less. In a nationally representative EdWeek Research Center survey of 279 US teachers, fielded December 2025–January 2026, 40% said the amount of homework they assign had decreased over the past two years, 33% said it stayed the same, and just 3% said it increased. Nearly a quarter — 24% — said they assign no homework at all (Education Week (EdWeek Research Center)).

Students report far less homework than a generation ago. Analyst Tom Loveless's review of federal NAEP long-term-trend student surveys found that 43% of nine-year-olds reported having no homework in 2022 (up from 23% in 2008), and 44% of thirteen-year-olds reported none in 2023 — the highest share since the question was first asked. ("No homework" includes both "none assigned" and "assigned but not done.") Only 3% of nine-year-olds and 5% of thirteen-year-olds reported more than two hours of homework a day (Tom Loveless (former Brookings; personal research site)).

The newest federal math data confirms the direction. As NPR reported from NAEP mathematics questionnaires: between 1996 and 2015, only 4–6% of fourth graders said they were given no math homework the previous night; by 2024 that share had passed one in four. Among eighth-grade math teachers, 22% reported assigning no homework in 2024, up from 4% in 2015 (NPR; NCES / The Nation's Report Card).

Teachers report that AI is changing homework’s purpose. In Pew Research Center's February 2026 survey of US teens ages 13–17, just over half said they had used chatbots for help with schoolwork — and 10% said chatbots do all or most of their schoolwork with them (Pew Research Center). Common Sense Media's 2026 census found 86% of US 9–17-year-olds have used AI, with 85% of those users applying it to schoolwork (Common Sense Media). Teachers see it: among those cutting homework in the EdWeek survey, 29% cited students' use of AI reducing homework's instructional value (Education Week (EdWeek Research Center)).

The five real barriers (and why the phone is only one of them)

When teachers in the EdWeek survey who had cut homework were asked why, their answers read like a diagnostic map of why homework fails at home (Education Week (EdWeek Research Center)):

  1. Refusal and motivation — 47%. In this teacher survey, the most-selected reason for reducing homework was that students would not do it. A locked phone doesn't manufacture willingness; it just removes one alternative. Families who treat refusal as a distraction problem end up in nightly power struggles that make the resistance worse.
  2. AI erosion of purpose — 29%. If a chatbot can complete the worksheet, the worksheet stops meaning anything. This is a design problem for schools — one Connecticut high school profiled by EdWeek now assigns reading as homework but reserves analysis and discussion for the classroom (Education Week (EdWeek Research Center)) — but at home it changes what "help with homework" means. A teen using AI to understand a problem and one using it to avoid the problem look identical from the doorway.
  3. Equity and home resources — 28%. Teachers in high-poverty districts were notably more likely to have stopped assigning homework entirely: 28% assign none, versus 17% in low-poverty districts (Education Week (EdWeek Research Center)). University of Wisconsin–Madison sociologist Jessica Calarco's framing is blunt: homework "tends to be a better proxy for privilege than for how much students actually know" — because completing it quietly assumes a parent with time, education, and evening availability (Education Week (EdWeek Research Center)).
  4. Access — the homework gap. Back in 2018, Pew found that 17% of US teens said they often or sometimes couldn't finish homework because they lacked a reliable computer or internet connection (Pew Research Center). The number is dated, but the barrier is not: a device that can run games but can't reach the school's portal is a homework barrier no app-blocker fixes.
  5. Space, time, and energy. Post-pandemic, educators told EdWeek, family evenings are crowded with sports, jobs, caregiving, and sleep; one parent described a school-assigned "15 minutes" reliably becoming an hour of conflict (Education Week (EdWeek Research Center); NPR). Homework competes with dinner, siblings, and exhaustion — not just TikTok.

Notice where the phone appears: mostly inside barrier #1, and partly inside #2. The phone is a real barrier — it's just not the only one, and often not the main one.

A barrier-first plan for parents

Before touching any device settings, name which barrier you're actually facing this week:

  • If it's refusal/motivation: shrink the ask before strengthening the rule. A protected 25-minute study window that actually happens beats a two-hour block that becomes a fight. Agree the window with the student, not at them.
  • If it's AI ambiguity: set a household distinction between support uses (explain this concept, check my steps) and substitution uses (write it for me).   • If it's resources: stop grading yourself against a household that has a quiet room and a free parent.   • If it's access: test the actual homework stack — portal, docs, camera, connection — during a calm weekend, not at 8 p.m. on a deadline night.
  • If it's time/energy: schedule homework like practice, not punishment — a fixed short block before the evening fragments, with a defined end.

Only then comes the device question — and here the answer is genuinely useful: for the barrier that is distraction, willpower is the wrong tool. A routine that has to be re-negotiated every night loses to the algorithm every night. Routines win when they're scheduled, bounded, and have a legitimate exception path.

One more honesty note, because the research demands it: less homework is not automatically worse. The evidence is genuinely mixed — a 2021 longitudinal study of more than 6,000 students in Germany, Uruguay, and the Netherlands found lower-performing students who increased math homework time did better a year later, while a classic 1998 Duke-led study of 700+ US students found more elementary homework had no significant effect on test scores and was linked to more negative attitudes toward school (NPR; Journal of Educational Psychology (APA)). What serious researchers agree on is narrower: practice matters, especially in math; the right amount varies by age and circumstance; and nobody has found a way to cleanly isolate homework's effect from everything else in a child's life (NPR).
